PREAMBLE
We the indigenous 2012/2013 students of Sancta Maria Secondary School Umuaka Imo State Nigeria solemnly make this constitution here under guard and guard our staying in here above mentioned.
Promote the unity of our brothers and sisters here in Sancta Maria 2012/2013 Old Boys Association.
We pray God grant us the strength and good spirit to unity, and the will to achieve our mission and ambition in life.
Amen.

ARTICLE 1: NAME
The Association shall be known and addressed as “SANCTA MARIA 2012/2013 OLD BOYS ASSOCIATION (A.K.A. AMBASSADORS OF GREATNESS”

ARTICLE 2: MOTTO
NO MAN IS GREATER THAN HIS LEVEL OF THINKING.

ARTICLE 3: AIMS/OBJECTIVES
v  To ensure the maintenance of peace, progress, unity and prosperity of the set.
v To uphold ourselves at grass root level
v To ensure that the Sancta Maria 2012/2013 set shall be parts and parcel of decision making of the Great Sancta Maria Alumina Association.
v To uphold and upgrade our cultural heritage
v To foster and facilitate moral and academic excellence among ourselves.
v To contribute to the development of our Alma Mata, Sancta Maria Secondary School Umuaka.
ARTICLE 4: MEMBERSHIP
Member in the Association is open to all students who took the 2012/2013 WAEC examination in Sancta Maria Secondary School, admitted and studied with the set while in school but left the school and those in the set that were expelled while in school .
THE FOLLOWING SHALL BE LET
(a) On a compulsory registration fee of #500 to the Sancta Maria 2012/2013 Old Boys Association.
(b) Provided such a person pledges to be loyal to the constitution of this association.

ARTICLE 5: ORGANISATIONS
The Executive Council:
There shall be a democratically elected executive council which must undertake and be responsible for the day to day running of the Association. The executive council must comprise of the following:

2.      The Vice president
3.      The secretary general
4.      The assistant secretary
5.      The financial secretary
6.      The assistant financial secretary
7.      The director of socials
8.      The assistant director of socials
9.      Treasurer
10.    Assistant treasurer
11.    The director of Public
12.    The assistant director of Public
13.    The director of welfare
14.     Assistant director of welfare
15.    Provost
16.    Assistant Provost.


5:2    DUTIES OF THE EXECUTIVE COUNCIL
The executive shall perform the following function:
i.        It shall prepare annual functions of the association
ii.       It shall prepare the annual accents budgets and reports and present same to the general assembly for approval
iii.      It shall also co – ordinate and control the overall affairs of the association.

5:3    BOARD OF TRUSTTEES (B.O.T)
i.        It shall comprise the founders of the Great Sancta Maria Alumina.
ii.       The President and Secretary of the Great Sancta Maria Alumina.
iii.      The patrons and matrons

5:4    DUTIES OF THE BOARD OF TRUSTTEES (B.O.T)
i.        If there is any problem that is likely to teen the movement apart the B.O.T shall see that peace and unity is restored
ii.       They are to oversee the growth of the Sancta Maria 2012/2013 Old Boys Association.And have the final say on matters finding difficult for the elected executives to resolve.

ARTICLE 6:     ELECTION
Elections shall be held to fill in elective posts in the association as stipulated in the constitution.

6:1    CONDUCT OF ELECTION
1.1    Prior to the dissolution of the executive council and each election period, the executive council shall appoint a three man electoral committee.
1.2    The electoral committee shall have the following qualities:
a)      Non partisan
b)      Financial up to date

c)      Must be neutral and impartial
1.3    Voting shall be by secret balloting for all executives’ positions.
1.4    At each election, winning shall be by simple majority, but where there is only one aspirants, he/she shall poll at least half of the total vote cast and shall there by stand elected.
1.5    The tenure of office is 2 years

6.2    QUALITATION FOR ELECTION
For any member to qualify to contest for any executive post in the Sancta Maria 2012/2013 Old Boys Association, such a member shall satisfy the following condition:
a)      Shall be a registered member of the association and must be financially up to date.
b)      Shall nominate him/herself through an application or form

6.3    FUNCTION OF THE ELECTORAL COMMITTEE
i.        The electoral committee shall oversee the conduct of a free and fair election
ii.       It shall have the power to screen, select, recommend and disqualify any aspirant into any election post and the association in line with Article 4 of this constitution.

ARTICLE 7
7.0  THE PRESIDENT
The president shall perform the following functions:
i.        He shall convene all general executive and emergency meeting through the secretary.
ii.       Shall preside over the general executive and emergency meeting.
iii.      Shall lead all delegation or delegate such duty to any other member with approval of the executive council.
iv.      Shall approve all expenses and canter sign all payment vouchers and /or cheques for all financial transactions made by the movement.
v.       Shall exercise his veto over matters of crucial importance.
vi.      Shall present situation reports to the executive council and the general assembly on the movement.
vii.     The president shall carry out any duty or functions as may be approved or assigned by the executive council and the general assembly.

7.1 THE VICE PRESIDENT
The vice president shall carry the responsibility to:
vii.     Assist the president in the discharge of his functions and such other duties as the president may assign to her from time to time.
ix.      Act in the absence of the president.
x.       Shall carry out other duty or functions as may be assigned to her by the executive council, the general assembly or the constitution.

7.2    THE SSCRETARY GENERAL
The secretary shall perform the following functions:
i.        Oversees all the correspondences of the movement
ii.       Shall record fully and accurately minutes of general executives meetings and shall be in custody of all documents belonging to the movement.
iii.      Shall summon all meetings of the executive council general and emergency meetings at the instance of the president either in writing or orally or shall prepare agenda for same.
iv.      Shall carry out the secretary duties of the movement and perform any other function as may be delegated to him/her by the general or executive assembly.

7.2    ASSISTANT SECRETARY
1.      Shall assist the secretary in all his duties and deputize for him in his/her absence.
2.      Shall perform such other functions as may be delegated to him/her by the secretary general, the executive council or general assembly.

7.3    FINANCIAL SECRETARY
1.      To collect all monies of the movement and issue receipt for such monies collected.
2.      Shall hand over such monies to the treasurer within 48hrs of such collection.
3.      To maintain full record and accurate account of all monies collected on behalf of the movement and render accurate account when needed by the general assembly or executive.
4.      To maintain a membership register for assessing the state members financial position.
5.      To submit to the executive council list of members in areas of debt and prepare vouchers for payment and other expenses which must be countersigned by the president.
6.      To submit the financial record for auditing when called upon by the executive council and/or the general assembly.
7.      Shall announce to the association instantly the total sum of monies collected through the fines, functions and dues.
8.      Shall be signatory to the association bank account and financial transactions.
9.      To perform other functions as may be assigned to him by the executive council or general assembly.

7.4    ASSISTANTFINANCIAL SECRETARY
1.      Shall assist the financial secretary in all his duties and deputize for him in his/her absence.
2.      Shall perform such other functions as may be delegated to him/her by the financial secretary, the executive council or general assembly.


7.5    DIRECTOR OF SOCIAL (D.O.S)
1.      Shall Chairman all the social committees of the movement.
2.      Shall co – ordinate, organize and see to the execution of all social activities of the movement in conjunction with other committee members.
3.      Shall account for all monies realized from all social activities to the executive council within 48hrs of such activities.
4.      To present a comprehensive report to the general assembly on all social activities that may be organized by the movement.
7.6    ASSISTANTDIRECTOR OF SOCIAL (D.O.S)
1.      Shall assist the director of social in all his duties and deputize for him in his/her absence.
2.      Shall perform such other functions as may be delegated to him/her by the social, the executive council or general assembly.

7.7    DIRECTOR OF PUBLICITY (D.O.P)
1.      He shall in consolation with the executive council be responsible for the internal and external publicity of the movement’s activities.
2.      Shall issue releases and make such public statements on behalf of the movement as may be directed by the executive or general assembly.
3.      Shall collaborate with the secretary to issue notice of meetings and other information’s to the members at instance of the president.
4.      To perform any other functions as may be the assigned to him by executive council or general assembly.
7.8    ASSISTANT DIRECTOR OF PUBLICITY (D.O.P)
1.      Shall assist the director of publicity in all his duties and deputize for him in his/her absence.

2.      Shall perform such other functions as may be delegated to him/her by the director of publicity, the executive council or general assembly.

7.9    TREASURER
1.      To receive all monies of the movement from the financial secretary and serve as the custodian of the movement security documents.
2.      To deposit all monies collected into the approved movement bank account within 7days the receipt of such money.
3.      Shall keep and retain an impress account of not more than N1000 or any other as may be approved by the general assembly.
4.      To make payments out the imprest account on payment vouchers signed jointly by him (the treasurer), financial secretary and president.
5.      To submit his record for auditing by the executive council and /or the general assembly when called upon to do so.
6.      To surrender all movement monies and records as may be required or demanded by the general assembly and/or the executive council
8.0    ASSISTANT TREASURER
1.      Shall assist the treasurer of social in all his duties and deputize for him in his/her absence.
2.      Shall perform such other functions as may be delegated to him/her by the treasurer, the executive council or general assembly.


ARTICLE 8
MEETING FORUM

8.1    The Ambassadors of greatness shall always have their general meeting on
Every Easter Monday and the 31st of December every year. The executive
Meeting of the set shall be held every two weeks before the general meeting to discuss and prepare for the upcoming meeting. Any other meeting besides this three by any group of persons hiding under the umbrella of the set is non and void except with the declaration of the president for an emergency meeting anytime.

8.2  Any number or members present at a meeting of the association shall be considered a quorum, and a majority of the votes casts at a regularly convened meeting shall be sufficient to approve all matters of the association.
8.3  The following shall be the usual order of business at regular meetings of the association, but the order may be suspended or changed at any time by the vote of a majority of the association members present:

1.   Prayer.
2.   Roll Call.
3.   Reading of the past meetings minutes.
4.   Action on minutes of previous meeting.
5.   Reports or excuse form absent members of the set.
6.   Unfinished business.
7.   New business.
8.   Closing prayer and Adjournments.

8 PENALTIES FOR MISCONDUCTS IN THE ORGANIZATION

1       SELF DESCIPLINE: As a gentle man or lady you should discipline yourself, all meat are not meat for you, you need to be selective and select rightly.

2       ACCOUNTABILITY: You have to be accountable both in action and otherwise.
3       HUMILITY: As a noble gentle man or lady humility should be your priority.
4       PUNCTUALITY TO ALL GATHERING OF THE ASSOCIATION: It’s already a known fact that punctuality is the soul of every business so we should make punctuality to all gathering of the association our priority because every one is important to the set. NOTE: Our absence must come with a tangible reason.
5       DEDICATION TO WORK: We must be dedicated to every assigned work and also help others to achieve success in their works.
6       LOVE FOR ONE ANOTHER: We should love, help, support and cherish one another and also avoid abusive words.


7       DESIRE AND FAITH: We must have a desire, work towards it and have faith for the accomplishment.

  8     PENALTIES FOR MISCONDUCTS IN THE ORGANIZATION.
 8.1   LATENESS: Punctuality to all meetings of the organization is mandatory and not optional. Offenders of this act shall be penalized by paying the sum of N50.
8.2    ABSENCE: Absence to the executive/general meeting without any formal excuse is tantamount to bringing down the growth of the organization and must attract the penalty of paying the sum of N200 because our active participation is highly important.
8.3    Transgressors of law 8.2 in number 8 article 9 can be pardoned only if such person or persons notifies any of the executive of his or her absence before the gathering day or such person or persons presents a formal notice to the organization.
8.4    Unnecessary discussion or interruption in the meeting without the permission of the provost is highly prohibited and follows a penalty of N50. 
Article 10 Finance
The finance of the organization shall be generated as follows:
1: Monthly dues of the sum of N100 which is compulsory for every registered member of the group. Permission is granted to anyone who decides to pay monthly or pay for the completer year immediately.
2:  Free will donations from any member of the association.
3: The Financial Year of the Association shall end on the 31st
day of December in each year.

4: Every branch of the Association shall have power to call for
collect and receive fees, subscriptions, donations and other
funds on behalf of the Association. The money so collected or
received shall be paid to the Executive Committee as follows:-


i) All enrolment fees,
ii) All annual subscriptions and
iii) One-fourth of other proceeds.


Article 11: SIGNATORIES OF THE ASSOCIATION

a) The President, the Treasurer and the General Secretary shall be signatories to the Association’s Bank accounts.

b) The signature mandate for Association’s accounts shall be any two of the three aforementioned signatories.


Article 12: BRANCHES OF THE ASSOCIATION

a) Members residing in every town or city outside Umuaka area may form a branch with the approval of the Executive committee. No branch shall be recognized until it has a minimum of twenty members.

b) Members of the Association in an institution of higher learning shall be entitled to form a sub-branch.


ARTICLE 13 AMENDMENTS

i)       This constitution may only be amended at the Annual General
Meeting.
         
ii)       Any proposed amendment to the Constitution must be
submitted to the Secretary General not later than three (3)
months before the dates scheduled for the next Annual General
Meeting.

iii)      The Secretary General in turn must circulate such proposed
amendment not later than one (1) month before the date scheduled
for the Annual General Meeting.

iv)      Amendment to the Constitution can only be effected by a two third
majority of the members present and voting in a properly
constituted Annual General Meeting.


ARTICLE 18 INTERPRETATION

a)      The Executive Committee shall be the interpretation of this
Constitution and Executive Committee upon any question 0
be final and binding.

b)      The Executive Committee may also deal with any matter
affecting the Association and not provided for by the
Constitution and their decision in that respect shall be final and
binding upon the members on being ratified by two-thirds
majority of members of the Association.

c)      This Constitution may be added to repealed, or amended by
resolution at an annual or special general meeting, provided
that no such resolution shall be deemed to have been passed
unless it is carried by a majority of at least two-thirds of the
members voting thereon.
